Russia has filed with the European Court of Human Rights the first ever interstate complaint against Ukraine on the events since 2014.
This was reported to journalists on Thursday at the press service of the Prosecutor General’s Office of Russia.
“On July 20, the Russian Federation applied to the European Court of Human Rights with an interstate complaint against Ukraine on the basis of Art. 33 of the Convention for the Protection of Human Rights and Fundamental Freedoms”, – the message says.
The Prosecutor General’s Office noted that it refers to the events that followed the violent change of power in Ukraine in February 2014.
“The appeal is intended to draw the attention of the European Court and the entire world community to gross and systematic violations of human rights by the Ukrainian authorities, to record numerous facts of criminal acts in the international legal field, to force the Ukrainian authorities to stop committing them, conduct a proper investigation and immediately bring the perpetrators to justice, restore peace and harmony on the territory of Ukraine”, – the Prosecutor General’s Office emphasized.
The department noted that this is the first interstate complaint in the history of Russia, which was submitted by the Russian authorities to the European Court.
In the complaint filed by the ECHR, Russia refers to the practice of other cases.
“The European Court of Justice has previously recognized the role of States parties to the Convention in highlighting and enforcing violations of the Convention by others, especially in the context of violations committed to the detriment of certain groups of the population, including, but not limited to, political and / or ethnic (for example, cases Austria v. Italy, Ireland v. The United Kingdom, Cyprus v. Turkey (third case), France, Norway, Denmark, Sweden and the Netherlands v. Turkey)”.
The Prosecutor General’s Office reported that “the complaint of the Russian Federation contains a detailed description of the process of the unconstitutional change of government in Ukraine and the promotion of nationalist forces into the Ukrainian state bodies, which was the main reason for the ensuing massive violations of the convention and its protocols.”

The complaint filed a petition for the ECtHR to apply interim measures in accordance with Rule 39 of the Regulation, obliging Ukraine to immediately stop such flagrant violations as blocking the flow of fresh water to Crimea, restricting the rights of national and linguistic minorities, including free access to general and higher education. in their native language, a ban on broadcasting Russian-language television and radio channels, restricting access to Internet platforms and printed publications in Russian.
