Regulator intends to ban electricity supplies from Belarus and Russia

The Ukrainian regulator for energy and utilities intends to ban electricity supplies from Belarus and Russia by October 1, 2021

The announcement says that this is related to the entry into force of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine concerning the certification of the transmission system operator” No.1396-IX of 15.04.2021 from 15 May 2021.

The Regulator was given the authority to limit the available transmission capacity in terms of interstate connections between Ukraine and states that are not parties to the Energy Community”.

At the same time, the Regulator pays considerable attention to the issue of security of supply of electricity.

“In this context, restrictions on electricity imports from states that are not members of the Energy Community (the Russian Federation and the Republic of Belarus) should be considered exclusively in a set of measures aimed at ensuring the security of electricity supply. In particular, in compliance with the established schedules of coal accumulation by electricity producers to prepare for the autumn and winter period,” the Regulator said in a statement.

The regulator together with the Ministry of Energy of Ukraine, NEC Ukrenergo and companies-producers of electric energy SE NAEK Energoatom, Ukrhydroenergo, Centrenergo, Donbasenergo and DTEK Energo worked out agreed positions on this issue during two joint events.

Based on the results of the events, the Regulator will submit to its next meeting, to be held on 26 May 2021, a draft NERC Resolution “On the allocation of inter-state interconnection capacity”.

The draft Resolution, in particular, proposes to temporarily limit the available capacity, divided by daily and monthly auctions for 2021, with regard to interstate connections between Ukraine and states that are not parties to the Energy Community. At the same time, it is envisaged to introduce mechanisms to control coal stockpiling.
