Expert assesses Trump’s refusal to sign the law on payments due to COVID-19

Democrats are likely to meet US President Donald Trump halfway and increase the economic aid package, otherwise the new President Joe Biden will be left without tools to overcome the crisis, said the director of the US Research Foundation. Franklin Roosevelt at Moscow State University Yuri Rogulev.

Trump refused to sign the $900 billion economic aid package adopted by Congress the day before and demanded its revision. The President said that it is necessary to increase the amount of direct payments from $600 to $2,000, or $4,000 for spouses. In turn, House Speaker Nancy Pelosi said that the Democrats are ready to discuss Trump’s proposal to increase direct payments to taxpayers from $600 to $2,000.

“Democrats may well support Trump and act together. The Democrats have an incentive not only to look kinder, Santa Claus against the backdrop of the upcoming holidays, but in this way, if they meet halfway and vote, they give the new president a tool , Biden. Because if they do not vote now, they will leave the new president without any material instruments for overcoming the crisis, that’s what we are talking about. Therefore, they will of course agree to support”, – the expert said in an interview with RIA Novosti.

Trump did not formally veto the bill, so the situation in this case is simpler, Rogulev explained.

“What is the option – they simply re-vote by the majority. If an official veto is imposed, Congress can re-vote on the existing bill and make it law, but this requires two-thirds of support. Usually, difficulties in overcoming the veto rest on these two-thirds and therefore not all laws vetoed by the president are re-voted. And here the situation is such that the Republicans can support the president, they still have a majority in the Senate. Democrats have a majority in the House, if they agree with such arguments, they can also vote “yes”, – he said.
