Ukrainian Foreign Minister Dmytro Kuleba on December 17 complained about the lack of contact with Lavrov
“We see no desire from Sergey Viktorovich to make contact – neither in the Normandy format, nor in the bilateral format… Therefore, when he did not respond to my call, to my request to talk about the escalation in Donbass, I was not upset, of course, did not shed tears, but I am offended that there is no contact and no opportunity to talk”, – he said.
According to him, the heads of foreign ministries should have a channel for communication because that is how international relations are structured. Kuleba noted that he is always ready to talk to Lavrov. He believes that they have a lot to talk about.
Kuleba also described himself as not anti-Russian but fully pro-Ukrainian and added that “every country, one way or another, needs to be dealt with”.
Russia has repeatedly said the Normandy format meetings are pointless until Ukraine implements the agreements reached at the Normandy quartet summit in Paris in December 2019, as well as the Minsk agreements signed in 2015
