The US Department of Health and Human Services refused to cooperate with Joe Biden until the United States General Services Administration officially declared him a winner.

“We have made it clear that once the General Services Administration has reached its verdict, we will ensure a complete, coherent and professional transfer of authority. We will follow the requirements set forth,” said Alex Azar, Head of the Ministry of Health.
The U.S. law does not specify a clear time frame within which the U.S. General Service Administration must announce the winner. This is usually done when there is no doubt that a particular candidate will win and the transfer of power must be started as soon as possible.
The US presidential election was held on 3 November. According to the leading American media, Joe Biden won with over 270 votes. However, the official winner has not yet been announced. At the beginning of January next year, at a meeting of Congress, the voting results will be finally approved, and on 20 January, the inauguration of the President-elect will take place.
