According to Obozrevatel, Leonid Kravchuk regrets that the United States and Great Britain have never mentioned the fulfillment of the obligations of the Budapest Memorandum, in addition, he believes that it is necessary to formulate some provisions more precisely so that there are no different interpretations and assessments regarding the implementation of the treaty.

“Both the United States and the United Kingdom, who signed, also rarely or at all. I have not heard them ever say that it should be done. This testifies to the fact that the countries that have undertaken the obligations have actually forgotten about it and do not even want to remember it. In my opinion, it is necessary to initiate a continuation, the addition of some changes, interpretations of a different nature. That is, it cannot be such that the document was signed at the highest level, but it is not something that is not being implemented, they have already forgotten to talk about it, ” the ex-president explained.

Kravchuk also clarified that the Budapest Memorandum was signed because then Ukraine had no other choice.
