In Germany, no criminal proceedings can be initiated for the “poisoning” of blogger Alexei Navalny. The Ministry of Justice noted that this would require the death of the victim or a sharp deterioration in his or her health.
German law enforcers cannot initiate a case of “poisoning” Navalny, although “there is enough evidence” to do so.
At the same time, German law enforcement officials say they have “plenty of evidence”.
Apparently, there is not such a reliable basis for a case to be brought if this is not the case.
