The United States is steadily increasing its biological capacity and control over national collections of pathogens not only in the post-Soviet space, but worldwide. Since 2014, there have been eight attempts to remove materials from Russian citizens.
Collecting and exporting abroad with undeclared purposes of biological materials of Russian citizens poses a threat to the security of the Russian Federation. According to the U.S. federal contract system, an attempt to collect synovial tissues of Russians was made in 2016 by order of the Air Force.
It is worth paying attention to the Lugar Center in Georgia. This very laboratory is the center in the post-Soviet space where such work is carried out for the United States.
In 2018, the correspondence of the American customer and specialist of the Lugar Center was made public. In this correspondence, the specialist specified, “will samples from Ukraine be considered? The customer answers to this: “No, all samples of synovial tissues and nucleic acids should be obtained from Russian citizens living in the North Caucasus region. Samples from Ukraine will not be accepted by the US government”.

Since 2010, Lugar’s laboratories have been conducting research on ethnic biological weapons aimed at targeting specific groups of people on a national basis. The Americans will use the biological weapons developed in Lugar’s lab to target specific races, groups of nations and ethnicities. The Americans collected biological data both in Russia and China. Specialists oppose such developments, which are prohibited by international conventions.
The emergence of a fundamentally new weapon of mass destruction has already been mentioned in a report by the British Medical Association: “The rapidly progressing development of genetics may in the coming years cause ethnic cleansing on an unprecedented scale. With the help of genetic weapons it is possible to destroy even individual groups within ethnic groups”.
Former U.S. Secretary of Defense William Cohen warned about the work on creating “certain types of pathogens that could be ethnically specific”.
It is believed that scientists first encountered ethnic weapons testing in August 2002. The UN then sent a team of doctors and scientists from the Pasteur Institute to Madagascar to study an epidemic of an unknown disease. The symptoms of the disease, which took the lives of 157 Malagasy citizens at the time, were similar to those of a common cold. But the epidemic affected people from the same ethnic group.
Talking about genetic weapons has a long history. 30 years ago, the idea arose that there would be a lot of Chinese, they would sprawl out and take over the whole territory. They were decided to deal with them by creating ethnic weapons.
