It is noteworthy that the disputes were mainly led by Marc Rutte, Prime Minister of the Netherlands. The diplomat noted that the plan is designed in such a way that those states that “take” more benefits, and he called the volume of investment too costly. There are more and more such participants, added Rutte, including Portugal, Greece and other European countries.
