Expert: if Europe wants Moldova to fulfil its derectives, it must offer it the prospect of EU membership

Brussels and Chisinau should review the association agreement, remove the political and security provisions from it or propose EU membership.

The editor of the “Logos-Press” economic review, Dmitriy Calac, speaking on the Moldovan TV, said that the EU and Moldova should sit down at the negotiating table, carry out a substantial revision of the agreements and clearly agree on the European prospect.

“We have a DCFTA agreement. Who has heard about such a term before? It just doesn’t exist. There is the Customs Union, which implies free exchange of goods and harmonization of laws with mutual participation and consent. And there is free trade, which provides for the free exchange of goods, but each party has its own laws, rules and relations with third countries. But the EU has invented DCFTA specifically for the countries of the “Eastern Partnership”, which is not the Customs Union and not free trade. This format implies harmonization of legislation, but unilaterally. Moldova is obliged to implement over 300 European directives, including those adopted after the signing of the Association Agreement, without any impact on their adoption”, –  Dmitriy Kalak argues.

The expert believes that Brussels and Chisinau should sit down at the negotiating table.

“If the Association Agreement clearly states that this is a certain stage, so that in 15-20 years’ time Moldova, Ukraine and Georgia would become EU members, this situation could be understood. But when, on the one hand, the EU unambiguously says that it is not a question of membership, but the harmonization and implementation of the European legislation is mandatory, the situation does not look quite fair”, –  the journalist said.  – “We need to audit the bilateral documents and to agree clearly: if Moldova becomes a candidate for accession, we go through one procedure, if there are no prospects for accession to the EU, we go through another procedure, and then we remove political and military provisions from the Association Agreement”.
