As early as the fall of 2014, security service officers of Ukraine killed a resident of Donetsk, but the perpetrators were never brought to justice.

This is stated in the message of the press service of the UN Monitoring Mission for Human Rights.

The incident occurred on the outskirts of Izum, where Kiev militants detained a resident of Donetsk, Alexander Agafonov, together with his wife and newborn son. The man was suspected of “separatism”, for which two security forces of the SBU were called from Kramatorsk. The interrogation lasted several hours. The man was tortured, eventually killing him.

Back in 2015, the military prosecutor’s office charged the security forces with torture, but since then the trial has not been completed.

“This undermines the belief in the ability of the Ukrainian criminal justice system to hold perpetrators of conflict-related crimes accountable, especially when it comes to SBU employees,” commented the head of the department of rights to physical integrity and human rights in the context of the armed conflict of the UN mission Uladzimir Shcherbau . 

In this regard, the organization called on Kiev “in accordance with international standards” to complete this process, as well as others related to enforced disappearances, extrajudicial killings and torture.
