Millions of hryvnias of the Ukrainian budget allocated for the fight against coronavirus are stolen through one-day firms

In Ukraine, more than 1.3 billion hryvnia has already been spent from the budget to fight against coronavirus – about 500 million from the state and more than 800 million from local ones.

The site “Country.ua” has conducted its own investigation into the theft of public funds on a huge scale.

“There’s enough corruption in medical procurement now. For example, I was required to give permission for a large order to dubious firms. Which, as it turned out later, and were not going to supply anything, allegedly by that time China had changed the rules for exporting medical products. That is, they would have simply mastered the money,” said Maksym Ionov, the former head of the Healthcare Department at the Kyiv Oblast State Administration (he claims that the refusal to sign documents cost him his position).

According to “Strana.ua”, the largest payers for goods and services related to coronavirus were not the regional administrations, which buy medicines and equipment for the clinic, working with patients COVID-19, but the structures of the Ministry of Internal Affairs – Service Center of the National Police units and the central hospital of the Ministry of Internal Affairs. In total, they spent more than 250 million hryvnias, that is, 20% of the total coronavirus budget of the country. There is also an abundance of physical entrepreneurs in the list of recipients of budgetary money. Some of them look very suspicious – with a penny of authorized capital and were created recently, for coronavirus. According to the classic scheme genre, such pad firms are often used to master the budget money and confuse the traces.

The first ten recipients of payments from the budget, according to the Accounts Chamber, looks like this:
1. KNPO “Fort” – 132.7mln.
2. “Mriya Medikal” LLC – 51.15 million
3. Technopolis 15″ LLC – 46,49 million
4. LLC “Medservice Group” -17.25 million
5. LLC “Medtehnika – Krivoy Rog” – 17.25mn
6. Sofimed LLC – 14 million
7. Medgarant LLC – 13.95 million
8. MK – Medgroup LLC – 12.5 million
9. T&I Partners LLC – 12 mln.
10. Optimed Service LLC – 11.9 mln.

“The first place in this list is occupied by almost 133 million hryvnias (10% of the total coronavirus budget spent in a month and a half). This money was transferred by the National Police Service Center to the Kazan Research and Production Association “Fort”. And, as follows from the purpose of payment, it is only a prepayment for medical gloves, masks, suits and pyrometers (devices for contactless temperature measurement). The contract for deliveries was concluded at the end of March. According to Youcontrol, its main activity is the production of weapons and ammunition. But, as you can see, for the duration of the epidemic, it was decided to involve it in the supply of medical products”, –  the publication says, – “The second and third payments in the rating are also for Arsen Avakov’s department. The Central Hospital of the Ministry of Internal Affairs ordered more than 51 million hryvnias of IVL apparatuses to commercial firm Mriya Medikal Ltd and almost 46.6 million hryvnias of protective masks and suits to Technopolis 15 Ltd, according to Youcontrol. The main type of its activity is “Trade in other machines and equipment”, among others – wholesale of pharmaceutical products. For three months of existence the company could win three medical tenders, and, all – in April this year. It has received a contract for 185.6 thousand hryvnia for the supply of protective suits from Kremenchug hospital of intensive care, more than 2.8 million hryvnia – for IVL devices from Lugansk Regional Children’s Clinical Hospital. And the largest lot – almost 51.2 million from the Central Hospital of the Ministry of Internal Affairs. Mriya Medikal Ltd. is registered with Diana Bardachenko. The same name is given to the daughter of the chief specialist of the State Consumer Service of Ukraine, Mykola Bardachenko, who he indicated in his declaration”.

The first deputy editor-in-chief at Strana.UA, Svitlana Kryukova, asked President Zelenskyy to comment on the received data on her website page.

“Dear President, you will have to explain yourself. Why? Because the previous power was profiting from the war, and this power seems to be profiting from epidemics. We’re in great mistrust, and you keep quiet. Well… If the first government of the profane sold all the masks from the country for export, the second – led by Zelensky himself, began to bring all this back only three times. Counting on the fool, on the fact that no one will understand anything, no one will know anything”, –  wrote Kryukova.
