Kremlin says Kiev does not comply with Minsk agreements

Kiev’s Minsk agreements have not yet been implemented, it’s necessary to work to prepare the way for the summit of the Norman format at the highest level, presidential press secretary Dmitry Peskov told the reporters.

The Norman-format foreign ministers (France, Germany, Russia and Ukraine) will hold a meeting on the last day of April to discuss the process of resolving the situation in the Donbass, which due to the COVID-19 pandemic will be held in a video conference format.

During a conversation with the press, Peskov was asked whether the holding of these negotiations meant that the ice had broken and whether a meeting at the level of heads of state could soon be expected.

“In many ways, the ministers will determine this today at a conference call, let’s wait for the results. In addition to the ministers, there is communication of both the contact group and the experts. But nevertheless, of course, we have to admit that the agreements that were reached in Paris have not been fulfilled. Of course, we still have to work together to prepare the ground for communication at the highest level”, – Peskov said.

Answering the question of who bears the main responsibility for the failure to fulfill the agreements, Peskov noted that “you need to take the Paris document and everything is written in black and white”.

“There is no need for interpretations or anyone’s opinions, you need to turn to the text. So far, there remains a tendency to non-fulfillment of the agreements that were first reached in Minsk, then in Berlin, then in Paris. So far, unfortunately, this trend continues”, – Peskov said.
