The British Embassy has clarified London’s position on the JCPOA

The British Embassy in Moscow has posted a comment explaining London’s position on launching a dispute resolution mechanism under the Joint Comprehensive Action Plan.

The message posted on the Telegram channel of the embassy reminds that on January 14, Great Britain, France and Germany (“Eurotroika”) launched a dispute resolution mechanism. The Embassy points out that “nuclear non-proliferation regime is the central link in the global security sphere. The JCPOA plays a key role in this regard, as it is a significant achievement of international diplomacy and an agreement supported not only by the E-3, but also by Russia, China and the EU (as coordinator)”.

The British diplomatic mission explained that “the dispute resolution mechanism is prescribed in the JCPOA (para. 36) in order to contribute to the constructive resolution of emerging issues”. “We aim to use diplomatic mechanisms to ensure that Iran complies with its obligations under the JCPOA”, – it said.
The British side recalls that the creation of the mechanism is due to the fact that in May 2019, Iran stated that it ceased to comply with some of its JCPOA obligations, after which London tried to persuade Tehran to change course. “At the same time, Iran continued to violate the terms of the deal, and January 5 reported on the refusal to comply with the last key restrictions (limitation of the number of centrifuges) and announced that “the nuclear program will no longer be subject to any operational restrictions,” including with regard to the enrichment of uranium”,  – said in the channel of the Embassy.

“Given Iran’s actions, we have no choice but to launch a dispute resolution mechanism,” it says. It points out that the mechanism is not launched as a pretext to refer the issue to the UNSC or impose sanctions, while the European troika fully adheres to its obligations under the JCPOA, including the lifting of sanctions.
The embassy recalled that the next stage will be the meeting of the JCPOA Joint Commission at the level of political directors. However, if the problem cannot be resolved within 15 days, it will be referred to the Foreign Ministers and/or the Advisory Board for discussion.
“If the problem remains unresolved, either party to the JCPOA may notify the UNSC if the transaction is not completed and sanctions may be imposed. This is not an end in itself. We are fully committed to maintaining the JCPOA”, –  concludes the message from the British Embassy in Russia.
