This is reported by Sky News.
According to the channel, a 38-year-old man and a 38-year-old woman, residents of the city of Warrington, were detained on suspicion of illegal transport of people and manslaughter of 39 people.

On Wednesday morning, police found 39 dead in a truck that arrived in the UK, presumably from Bulgaria via Holyhead, a port city where ferries from the island of Ireland arrive. Later in the media there were reports that all the dead were Chinese citizens.
The truck in which the bodies were found is registered in Bulgaria, RIA Novosti was told in the press center of the Bulgarian Foreign Ministry. According to the agency, the bodies of 38 adults and one teenager were found in the truck.
