The arrival of the parliamentary delegation of the DPRK to the Federation Council in Russia is regarded as Pyongyang’s desire to continue a constructive dialogue with Moscow, said the speaker of the upper house of the Russian parliament Valentina Matvienko on Monday at a meeting with the chairman of the Supreme People’s Assembly of the DPRK, Pak Tae Son.
