The Texas Ranger Division of the state’s Department of Public Safety announced Friday that a criminal investigation into two Galveston mounted police officers, who were recently photographed walking a leashed and handcuffed suspect down a roadway, is not warranted.
The Ranger Division, which was requested to conduct a third-party investigation into the matter by the Galveston Police Department, ultimately concluded that behavior exhibited by the officers did not prompt any criminal concerns.
