Russian Foreign Minister Sergei Lavrov met with his North Korean counterpart Ri Yong-ho on the sidelines of the annual Association of Southeast Asian Nations (ASEAN) summit in Manila, Monday.
The meeting comes amid rising tensions in the Korean Peninsula with the DPRK seemingly amassing its military armaments and test firing a second intercontinental ballistic missile which experts claim has the range to hit major US cities.
