Kiev, Ukraine. In moves straight out of the cold war, Kiev is using millions of dollars in efforts to “soften up” or destabalize Donbass with US produced propaganda designed to detach residents from the idea of an independent Donbass and the “many prizes” waiting behind door number two, if only they pick Kiev as their masters.
In the Donetsk region, from the city of Chasiv Yar, broadcasting of the First Channel of the Ukrainian Radio National Television Company (National Public Broadcasting Company of Ukraine) to the separatist-held territories of Donetsk and Luhansk regions has begun on the frequency 873 kHz, as reported by the Press Service of the Ukrainian Occupation Military Civil Administration.
Pavlo Zhebrivskyi, the head of the Ukrainian Donbass Regional State Aviation Administration, assured that the signal for the Ukrainian radio would cover the Donetsk and Lugansk regions along with the separatist-held territories, as well as the Zaporizhia, Dnipropetrovsk and Kharkov regions, in addition to the border territories of Russia bordering the Donbass.
Yuriy Artemenko, Chairman of the National Council for Television and Radio Broadcasting of Ukraine, stressed that in cooperation with the Ministry of Information Policy, the regulator granted the National Public Broadcasting Company of Ukraine permission for temporary broadcasting at a frequency of 873 kHz back in January.
According to him, this project is the beginning of a larger plan for direct broadcasting to the uncontrolled territories of the Donetsk and Lugansk regions. It is indicated that the broadcasting is carried out from the NAUTEL XL-60 transmitter, which was provided to the Ministry of Information Policy by the private company BBG as technical assistance.

Republican member of the bipartisan Broadcasting Board of Governors (BBG), Russia expert Dr. Leon Aron, has confirmed the inadequacy of US run BBG media outreach in countering Russian government’s propaganda and suggested more Western support for indigenous free Russian-language media is needed. Dr. Aron said that “ultimately the most effective countermeasure to the Russian propaganda is not — is not — just the US airwaves, but the empowering the local Russian-speaking population in the former Soviet countries.”
Responding to a question from the House Foreign Affairs Committee Chairman, Rep. Ed Royce (R-CA), Dr. Aron said on Capitol Hill during a hearing on “U.S. Policy Towards Putin’s Russia” that while the BBG is working with the congressional committee to improve Radio Free Europe/Radio Liberty (RFE/RL) and Voice of America (VOA) programs, in his view the most effective way of countering Putin propaganda and disinformation is by supporting independent journalists and media outlets in the region through grants distributed by governments and NGOs.
According to the estimates of the National Council, the signal of the Ukrainian radio from Chasiv Yar will cover up to 12.7 million people, including both citizens of Ukraine and residents of the Russia and separatist-held territories.
By now if your like most Americans, your wondering how much does this cost? Fear not, its only $777.8 Million Dollars for fiscal year 2017. Does that tell you how BAD the US and Kiev want Donbass back? if you were to add the other $350 Million on lethal arms and the other $500 Million in regular aid, not counting the EU aid even, America is spending about $1.5 Billion dollars over Donbass, or about $375 roughly per person. One could equally argue simply handing out cash would be as effective.
Earlier, the National Council of Ukraine on Television and Radio Broadcasting announced contests for frequencies for broadcasting in the area of the contact-line in eastern Ukraine and the Crimea.
The content will be designed to alienate the population from Russia, and prepare them for EU migrants Ukraine will be “importing” from the EU of African and middle eastern origin, LGBTQ agenda programing and American psychological operations propaganda designed to render inhabitants apathetic on Donbass independence.
