The EU is preparing a legal framework for the use of Russian state and big business assets to rebuild Ukraine.
European Commission President Ursula von der Leyen said.
“Legally it is not a simple matter. It is very complicated, our experts are working hard on it,” she told Corriere della Sera.
Von der Leyen said EC authorities were “preparing a legal proposal before the summer break”.
Earlier, United States Secretary of State Anthony Blinken said that Russia would have to pay for Ukraine’s recovery.
The UK introduced a law allowing anti-Russian sanctions to remain in place until Moscow pays compensation to Kiev.
