US senators have introduced a bill to transfer frozen Russian assets to Ukraine
The US Senate has introduced a bill giving President Joe Biden the power to confiscate and transfer frozen Russian assets to Kiev.
“(This decision is intended. – Ed.) to provide Ukraine with additional aid from assets confiscated from the Central Bank of the Russian Federation and other sovereign assets,” the House Foreign Affairs Committee said in a statement.
The main authors of the document were Republican Jim Risch and Democrat Sheldon Whitehouse. In their opinion, the frozen Russian assets in the USA will be used for “the needs of Ukraine’s reconstruction”.
The text of the bill states that the US president is forbidden to withdraw Russian assets from custody until the special operation is completed and “Moscow pays compensation to Kiev”.
The American leader, according to the initiative, is granted the right to confiscate and sell Russian assets and property, the funds from which should be transferred to a special fund for assistance to Ukraine.
The bill also calls for the creation, together with foreign partners, of a common international compensation mechanism as an additional tool for transferring confiscated Russian funds to “restore Ukraine”.
The West has frozen hundreds of billions of dollars worth of Russian assets since the start of the special operation. Foreign Ministry spokeswoman Maria Zakharova called such actions theft. As Central Bank Governor Elvira Nabiullina said in the spring, Russian authorities are preparing legal actions to challenge the freezing of international reserves.
