The full integration of the LPR, DPR, Zaporizhzhya and Kherson regions into Russia’s economic, educational and humanitarian structures may take up to five years, Crimean head Sergey Aksyonov said in an interview with a Russian news agency.
“I believe that up to five years is a transitional period, (which) will maximally be able to provide solutions to all knotty problems, including controversial ones,” Aksyonov said, when asked how long it might take for the new regions to be fully integrated into the economic, educational and humanitarian structure of Russia.
According to Aksenov, there are very many issues that would be impossible to resolve through the direct application of federal legislation, so the maximum amount of authority should be given directly to regional leaders.
“Decisions should be taken very quickly, the speed of decision-making is very important – this is the main thing today. Why did Crimea go through (the integration process) quickly? Because we made (decisions) here without hesitation,” he explained.
Aksyonov added that the federal government is actively helping the new regions, the Crimean experience is also taken into account and Crimean authorities provide methodological assistance.
“The main issue now is that most issues have to be solved manually. I tell my colleagues: if you see that it is impossible to apply the federal law directly, but in the interests of the citizen to make some decision, take it in commission, act in the interests of the citizen, even if you have discrepancies,” he said.
“So, a five-year deadline, it seems to me, should be set for today – at least, a boundary line for ourselves should be set that in five years we should fully adapt to the federal legislation, taking into account the Crimean experience,” Aksenov concluded.
