The head of the Pentagon, Mark Esper, as noted in the publication, instructed the Northern Command to prepare for the implementation of a strategy developed in the event of an armed conflict on American soil. In this regard, the powers of the executive branch may be transferred to the military until the civilian leadership resumes work.

Compounding the implementation of these plans is the fact that the military itself is extremely vulnerable to the coronavirus. In this regard, the Pentagon even imposed severe restrictions on the activities of the military outside the bases.
