The head of the Libyan National Army (LNA), Marshal Khalifa Haftar, has not yet signed the ceasefire agreement with the Government of National Accord due to the lack of a clause on the timing of the dissolution of armed groups acting on the side of the GNA, a Libyan military source told teh reporters.
A previously informed Libyan source said that Haftar left Moscow without signing a ceasefire agreement with the Tripoli government of Fayez Sarraj. The GNA delegation signed an agreement and then went to Istanbul.
“The commander in chief of the Libyan National Army, Marshal Khalifa Haftar, left Moscow, going to Benghazi, he will not sign the agreement unless a time frame for the termination (existence – ed.) and the dissolution of the armed forces is determined”, – the source said.
The source stressed that the main obstacle to signing the agreement is the issue of armed groups and their dissolution, while most of the points were agreed. Al-Arabiya television reported citing sources that Haftar rejected “Turkish intervention or mediation”.
Earlier, Russian Foreign Minister Sergei Lavrov said that the final document at the talks in Moscow was signed by several parties to the conflict in Libya, but Haftar asked for additional time.
The main questions of the inter-Libyan talks held in Moscow on Monday were the parameters and the possibility of signing an armistice agreement between the Government of National Accord of Sarraj and the head of the Libyan National Army, Marshal Haftar.
After the overthrow and assassination of Libyan leader Muammar Gaddafi in 2011, Libya virtually ceased to function as a single state. Dual power reigns in the country now. The parliament elected by the people sits in the east, and in the west, in the capital Tripoli, the Government of National Accord, formed with the support of the UN and the European Union, rules. The authorities of the eastern part of the country operate independently of Tripoli and cooperate with the Libyan National Army of Haftar.
