The US Permanent Representative to the UN, Kelly Kraft, sent a letter to the Security Council explaining the killing of Iranian General Kassem Suleimani with the right to self-defense. This was reported by Reuters with reference to the text of the document.
In the letter, she noted that the United States “is ready, without preconditions, to begin serious negotiations with Iran in order to prevent further threats to international peace and security or escalation from the Iranian regime”.
